The DPP Registry acts as the indexing service for all  Digital Product Passports of products placed on the EU market.  

The Registry will function as a secure database that stores the unique identifiers, registration data, and high-level metadata for each product, rather than the full detailed product information contained in the DPP itself. Depending on the applicable delegated acts or other Union legislation, additional information may also be required to be stored in the Registry.

The implementing regulation establishes the Registry’s operational framework, including rules on access management, user verification, data registration, storage requirements, and the system’s technical architecture.

The Registry supports the functioning of the DPP throughout a product’s lifecycle. Before a product can be placed on the EU market, the relevant economic operator must register its DPP in the Registry in accordance with the applicable legislation.

Additionally, the DPP Registry will host a technical element (data models, structures, and semantic definitions) for all relevant data points, ensuring harmonised data usage across the Registry.

The Registry also supports enforcement activities by:

  • Customs authorities, allowing them to verify electronically that imported products have a valid registered DPP and that the commodity code has been provided before they are released for free circulation.
  • Market surveillance authorities, facilitating access to registered DPPs for specific purposes.

The Registry is one element of the broader DPP architecture established under the Ecodesign for Sustainable Products Regulation (ESPR). While the Registry provides a common EU-level index, the DPP itself follows a decentralised approach. Product data remains under the responsibility of the relevant economic operators, who may host these themselves or through DPP service providers, and make the required information available in accordance with Union law.
