28th Regime – SME Envoy Network – Companies and Business Associations Survey
The European Commission has launched a public consultation on a new EU initiative called the “28th regime,” which aims to establish an optional, harmonized legal framework, offering businesses an alternative to 27 different sets of national regulations.
Through uniform, simple, and fully digital rules, the initiative aims to reduce fragmentation in the single market, strengthen competitiveness, reduce administrative burdens, and support cross-border growth. The survey is part of a project being carried out within the SME Envoy network.
The questionnaire is intended for both companies (questions 1-49) and business associations (questions 1-4, 50-63). It aims to collect insights on the expected benefits, challenges, and level of preparedness regarding the 28th Regime.
Additional information about the 28th Regime and the EU Inc. available at the European Commission site.
Estimated time to complete: 10–12 minutes.
The survey will be available from April 13 to May 15, 2026.
