SME Panel survey – public procurement
This consultation will help the European Commission prepare the revision of the Public Procurement Directives (Directives 2014/23/EU, 2014/24/EU, 2014/25/EU).
The revision aims to make public investment and spending more efficient while preventing corruption, to design tools to strengthen EU economic security and sovereignty and to better align public procurement policy with EU strategic policy objectives across green, social, and innovation dimensions.
The revision should benefit businesses, including SMEs, by reducing administrative burden, improving legal clarity and helping them reduce costs. Simplified procedures and increased transparency should provide easier access to public procurement in the Single Market.
The Commission will assess future impacts by evaluating the effects of the considered policy options. This assessment will draw on existing research, various consultation activities with stakeholders and dedicated studies. This consultation is seeking views from small and medium-sized enterprises (SMEs) active in all sectors of the economy. It aims to deliver insights on costs and benefits, cost savings and administrative burden related to the considered policy measures.
The answers to this questionnaire (open till 15 February) will help the Commission better consider SME needs and impacts when setting future public procurement rules.
